Looks like a cruiser (destroyer for JMSDF), looks like a follow on from Atago and Kongo but nothing else, she covered by mystery.

I think it is an photoshopped akizuki class

So she is photoshoped. But could she used as design base for a "stealth" cruiser?

she is very close to the akizuki class destroyer, so I would look at that and see what you can do with it
it is an destroyer/frigate sized ship though, so it depends on what you call cruiser if it is an good idea to use this as base.

yeah that is Photoshop!

you can see it on the crew standing on the forward deck, some are standing bit strange, and look a bit strange compared to the rest of the picture.
Then you have that Phalanx, if you look between it's radar-doom and superstructure, you can see a bit of the superstructure just continue where it shouldn't.
The Bridge looks like it have had the angling of the class changed.
The funnel is also an modified Akizuki funnel.

When I said about using this vessel as a cruiser, mean that appearance would be similar but with the proper size,
