Well the Rossiyan Navy was always trying to find a way to outgun their opponents in anyway possible

This is not question of outgun (you would use more heavy caliber gun in that case) but existing of that idea in that time. Triple turrets first time appear in 1910 designs but only on battleship class. Cruisers with those turrets start to appear in 30's, still it was more economical to use double ones. In my opinion you jump to much in the future with that design for a cruiser from 1915'

What I meant was by outgun was that the Rossiyans wanted to have more guns to bring to bear in a more combat effectively manner as it meant less aim adjustments needed to be done.

This could work if you consider a reconstruction of a british Duke of Edinburgh armored cruiser (in service 1906) with 152/50 BL Mk XXIII triple turret (in service 1933).
But those turrets didn't existed in 1915 and the hull design was obsolet by then..............

I think anything above a two-gun mount is very unlikely, and even that's pushing it... and they wouldn't look like British late 1920s-onward six-inch turrets. The only case of a turreted six-inch gun from before the '20s I know of the top of my head is the Swedish 152 mm/50 Modell 1903 and 1912, and they were mounted mainly as secondary weapons on CDSs(The Modell 1903 was mounted on the armoured cruiser Fylgia from 1907 as the main armament as well), not to mention Sweden was one of the biggest pioneers when it came to turreted secondaries(In this case, 6" guns), the first class to mount them being the Äran class, commissioned in 1902.
Below is a photography of the HSwMS Gustaf V, showing off the Model 1912 in the smaller turrets.

I know you don't want to look to modern but why 3 types of gun,

ten 6 inch guns in five twin turrets (main guns 6'/155mm good)
six 140 mm casemated cannons (why so close to the 6 inch ? would 4 inch/105 or 5 inch/120ish be better ?)
two 3 inch casemated cannons ( why not AA guns by 1915 ?)

Just think that by 1915 you will want uniform splashes for salvo aiming (especially from turrets) and 140 doesn't really help as its not going to be much faster to fire than the main guns ?

I have reedit the cruiser
Its main armament reduced to eight 6 inch guns
It has no casemated guns but it has twelve 3 inch High Angle guns (four are on the forward superstructure)

2 comments IMO,

To me it looks a bit blocky with gaps between the front middle and stern. I think you need to fill the gaps and fudge them together.
I would stretch the middle superstructure and spread the funnels forward.

On secondary guns you appear to have 8 (16 guns total ?) on the side ? (2 on front bridge + 4 high angle + 2 in rear superstructure). Are they all 3 inch ? (I might swap some for a few casement 6 inch to give an old style ship ? and I might spread them out to stop 1 hit killing to much).

It now has eight 6 inch guns, six 5 inch casemated guns, five 3 inch high angle guns
