Hong Kong Marine Police has 4 Police Barge locate at 3 large harbour, each barges has three high-speed interceptor boats. Police Barge has facilities including temporary detention rooms, interview rooms, emergency rooms and helicopter lifting platform. Inside are equipped with advanced radar, night reconnaissance equipment, global positioning equipment, and electronic compass and so on.

I think those barges are in effect floating police stations for use in all parts of the colony (or rather former colony)
