So, with this the final format and qualification rules are fixed, right? (and no more teams to be added)
32, teams, 8 groups, only the 1st and 2nd team of each group advance to the knockout stage (basically, exactly like all world cups since 1998). wich might sadly mean that all teams who have failed to collect a point are out :(

(Did you made up the last three teams or you've got some late entries?)

Utméria is mine, since there weren't enough to fill out group eigh without some people adding multiple teams.

So, if I am reading this correctly, Hawai'i has to not loose to Sieran, or barring that, have the Italian Federation not win against the Falklands....

Yes unfortunately as far as I can tell all the teams who haven't yet won a match won't make it into the next round, and at the end of the group stage the top two teams from each group will be advancing through. Thankfully I didn't have to resort to making up teams, as KHT said Utméria is his, Tasmania represents the Colony of Tasmania from Rodondo's AU and Kalmaria is a name I made up for an AU Heuhen is thinking of doing.

That is correct, a draw would be sufficient to see them through to the next round.
