Simply because this 1919 design is not a real design study, it is only a concept/sketch for show, nothing else
I kept the 5"25s on the crane tops because that's where the sketch indicated they were--in the next refit they will be moved down to the boat deck and most likely be agmented by another to make the after section symetrical with the fore. I also changed the crane.

The ungainly motion of the 5"/25 atop the tower crane made this gun unusable. to repare this malady by relocating the 5"/25 to the boatdeck and adding another
