This may be a dumb question, but should the boats (between the funnels) have some sort of crane/davit for lowering?

Ideally, yes but for the sake of keeping the deck uncluttered and considering in the timeframe at the outbreak of war, the ships were completed very hurrediedly, left them there as spares and a sort of shield for the aft torpedo crews but in the 1918 modification, there will be at least one other davit most likely on the other side of the steam launch.
