Or, they will use it as a floating helo pad for protecting the off-shore oil and gas fields that are springing up. Luanda, the Angolan capital, is right now one of the most expensive cities on earth, and it looks like they want to avoid dutch disease as much as possible.

There's been a lengthy post on this over at Secretprojects.co.uk. Opinion is either that the Príncipe de Asturias is going with four other warships for scrapping, or that Angola is manning the ship with mercenaries as some kind of helicopter support ship or that the ship is actually intended for China and Angola will sell it on. Personally I feel it's a scrap deal.

May be.The best solution for Angola is to order a large floating platform from Norway for the job.

It's an economic condition where you get lots of foreign currency inflows (such as from natural resource extraction) that suppresses just about all industrial activity other than what is causing the influx. It's named after the situation that developed in the Netherlands post 1959 (with the discovery of the large natural gas deposits).
