This is my two boats.

In Norway you must have a boat certificate to drive a boat, regardless of size. Nany State!

Yea! but in norway that idiot will get the polic with their 60-70 knots boat, coast guard and some time the navy (occasionally) after him, so that person has to be an idiot. So I agree with you, there are only two kinds of people at sea: idiot and ...

Only if he does so in the harbour.
There being no speed limits at sea, they can't arrest someone for going fast, only if they endanger other people.

5 knot speed limit when you're closer than 100 meters from shore, regardless of being in harbour or not.
