So she is photoshoped. But could she used as design base for a "stealth" cruiser? |

she is very close to the akizuki class destroyer, so I would look at that and see what you can do with it it is an destroyer/frigate sized ship though, so it depends on what you call cruiser if it is an good idea to use this as base. |

yeah that is Photoshop! you can see it on the crew standing on the forward deck, some are standing bit strange, and look a bit strange compared to the rest of the picture. Then you have that Phalanx, if you look between it's radar-doom and superstructure, you can see a bit of the superstructure just continue where it shouldn't. The Bridge looks like it have had the angling of the class changed.
