So I'm in the process of a redraw of CanisD's D briedis's Titanic drawing. currently, I'm in the stage of drawing the rigging, but i have a question.

Should i only draw the standing rigging or should i add the running rigging as well?

as in the rigging they use to for cargo in port as well as to raise or lower flags,

As stated on the discord: you draw the ship at a given point in time. You draw all rigging that is in place at that time.

If certain rigging is completely removed while at sea, like for example flagpoles on aircraft carriers, you of course don't draw it when representing the ship while at sea.

In your case, I suspect this means everything is drawn except for the rigging marked green when you draw the ship while at sea.
