Not sure how effective an Su-24 would be for COIN but for bombing conventional military targets, of course.....

If this is accurate, I wonder where they are getting the pilots? Iran flies Su-24s, and of course, so do the Russians

They're Su-25s that are being unloaded which have been used in COIN for as long as the Russians have been in Chechnya and for that matter Afghanistan. The Iraqi AF did fly Su-25s before but most if not all of them were either GBU'd or shot down in 1990 / 2003. I wouldn't be a bit surprised if the new arrivals were piloted by Belarusians, Iranians, Russians, Syrians or for that matter anyone they can find and pay that is current on the Frogfoot whilst they rapidly train / re-train pilots on them.

I was wondering why the Russians would sell Su-24s in the first place, and that's why I mentioned "if accurate." The good old Krokadil, on the other hand, makes perfect sense. TY Blackbuck.
