More than just aesthetic reasons - like the name implies, "antifouling" prevents the attachment of sea life, particles and other matter which in turn prevents drag (and preserves fuel efficiency) and corrosion. It also prevents direct corrosion from saltwater contact. In submarines there's also added compounds and materials to aid in sonar evasion.

Though I wonder what the foamy stuff is surrounding Port Royal.
