Perhaps,but a floating base for helicopters on it.Also it could have resting facilities for oil rig workers and other nessecary equipment.

Also an old carrier could do the job,anchored outside Luanda or the port where the oli rigs are close.But the best solution for me is a floating base,perhaps like the that Shell above.

Angola's annual military budget is 1.6 billion dollars, so if its going to be run in any capacity I hope they have a private contractor handy.

maybe they will replace the machete on their flag with an aircraft carrier
