Hypothetically the only way The Ex Armada Del Espanola Aircraft carrier Principe de Asturias would be useful for the Philippines Navy if they did buy would be to convert it into a Fast Troop Helicopter Carrier similar to what the Royal Australian Navy did to H.M.A.S Sydney(III) in the early 1960s which included-
* fitting of 3 medium lift and 1 heavy lift crane on the sides of the flight deck
* 6 sets of Heavy Duty Outboard Davits fitted on the rear quarters of the ships hull for the carrying of 6 LCM6 Landing craft
* Upgraded accommodation for carrying up to 1x army battalion

This is only viable for those countries that do have the budget to operate and use it in this form unfortunately something the Filipinos can not afford within their own defense budget let alone getting support from other government departments especially from the energy ministry department who mind you has helped financed some of the AFP recent equipment modernisation programs recently (i.e- Hamilton/Gregorio del Pilar Class WHEC/PFF for Navy aswell as PZL W-3 Sokol's for the Air force).

Even if they did purchase it and modify it as mention above they need to retire all 6 of their remaining very old, obsolete and anciently outdated ex-USN WWII vintage LST's just to part man the ship let alone transfer what very little the operating budget thats used to finance the general service operation for the 6 LST's.

I don't actually think the purchase price of the carrier is the issue, its basically dead weight to the Spanish right now and since it isn't going to scrape they have to acutually maintain it for prospective buyers.

No, as mentioned above the real cost is in fitting it and manning it, especially for a nation with no infrustructure to support it or experianced aircrew/pilots/everyone else needed to operate it. All of that will have to be created from scratch.
