That's official?
I mean, for a country that's located on 7000 islands it seems generally reasonable, but considering that it's just less than 7 years left to 2020 and that so far Philippine Navy couldn't say about itself that it's overfunded (which took its toll on its strength, age of the vessels and size of new procurements) I'd say that it looks somewhat optimistic.
Certainly interesting, though.

This reminds me of the RDNs naval programs during the late 1950ies. They were also made of pixie dust and good wishes.

I have a very hard time believing that the Philippines will manage that even after 2020.
If there are Filipinos doing planning and construction I am very sure not much will happen other then a few who gets very rich.

Norway military said that they wanted the most modern Military in 2020... And I think we are almost there... sort of!

Good for you at Norway, you do not have the graft and corruption hampering defense procurements here in the Philippines.
