The development of nuclear devices that can fit aboard a submarine is much more complex than the development of nuclear weapons in the first place. While you don't have to develop truly exotic systems (such as linear implosion) for the devices, you do have to miniaturize the components bellow what is needed for aircraft delivery and ballistic missile delivery. Due to the challenges this presents, I'd rank the task as "Very hard, and they would have to decide to do so, which is highly unlikely." This is driven home by the fact that their indigenous reactor program had major issues before being dropped in favor of imports.
