I think it's time for a new ship.

Meet the Styke-class minelayer, everybody.

Edit: The deck of the ship is 4 pixels below the "top" of the hull, by the way.

Structure is a little too high. For older ships, I would recommend a headroom height of 15px or so, 16 to 17px line-to-line.
The bulwark also looks a little high, I would recommend it being no more than 7-8 px.
Other than that, it's a good start.

The headroom of the bridge is 15px.

I wasn't talking about the bridge. I was talking about the structure.

The funnel placement does not look right either. It would be better suited more towards the middle of the ship, and it wouldn't hurt to have it a couple px wider.

The ship is based off this.

Funnel placement is the same.

Might be worth putting a stern ramp for the rails in as well as mines on the aft deck seeing a ship that size would be trying to fit as many as possible on that tonnage to make it worthwhile

If your bulwark is only 4pix/2feet high that's going to be a tad unsafe as you'd need either a guard rail on top or raise it to 6pix/3feet in order to stop people going overboard

Added the top part of a railing, and a ramp and some mines.

It is rather nice, and I would like to know more about it. My first question is weather it is a passenger ship?
By the use of two funnels and life boats I'd say yes, but it is rather lacking in other features.
First is the superstructure, which is too small for a passenger ship of that era. You'll need at least another one more level, split superstructure, and not a continiuos one.
Your funnels will need to be much taller, and maybe two or three pixels wider.
Your maindeck will have to have castles i.e forecastle and a bridge and possibly a sterncastle.
Again I'll advise you to look at the Kaiser Wilhelm der Grosse. That ship was quite representative of the period.
