If by reserve you mean stored, but with no spares left, no qualified personnel, no activation protocol, no maintenance other than cosmetics for 15+ years and ammunition of uncertain quality, then yes.

No.
Wisconsin isn't in reserve in any real sense... she's simply waiting for some State with enough cash to save her from becoming razorblades. The U.S.N. isn't actually holding her in reserve to use- they just don't want to be the last navy on the planet to scrap a battleship.

The one on the left could be an early rendition of the 155mm gun BAe proposed a while back.
