Just because you (or the French) can doesn't mean it the right way to go (or typical for the date) but its your AU so enjoy (it doesn't really have to make sense as long as it looks good and its pretty nice :D)

Not only is it my AU, but there are almost always exceptions to the rule, no?

Only if there is valid reason/cause for it

That can be explained with backstory, yes?

Do some careful research first though always

This ship will take up the role of the current Horus-Class.

I will redraw the Horus-Class in the future to be a smaller destroyer gunboat.

Here's a nice and huge map of Crovenia.

Nice work.
However, your forests and mountains seem to be contained inside single provinces. Whether or not this is due to provinces forming around said features doesn't matter, it's just not realistic. It would be more likely for them to span several provinces.
I would recommend that the outer country lines be thicker than the internal province lines (but the border lines are already thick enough, so it would be better to make the province lines thinner), and that the province lines be a color other than black. It would also be nice to know what is water and what is land beyond the borders.

I had asked for the land and water outside my borders to be included, but our person in charge of maps didn't agree.

Forests have mostly been cut down for coal mining.
