Well not sure how many sides had them but RN did have them, the Type D became available in January 1916. (the first effective one)

What about refitting the Ohkotnik to be a river gunboat?

Or is it too large for that?

Also: That's too late in the war for this refit then.

to large and pointless, when there are no more need for an warship, it's cheaper to take it out of service or build an new one, than have one useless ship in the fleet or rebuild it to something that will not work perfect as what it was build for.

All the battleships in the world could not help me if I have no way to dock them.

A nice effort, but a tug from the early 1900's would need a much higher funnel, will have a higher bow and the structure would be much forward.
Smaller fenders would be more logical and the tug would have deeper draught aft, and less freeboard. More vents are necessary for engine and boiler room. There will be no fenders aft, as tug were just that, they towed their charges and rarely pushed with the stern, if at all.

The best thing to do when drawing is to look at real pictures and drawings and compare yours to that. It can also help to trace a drawing and then move all the lines around until you get something different, yet similar to the ship you are basing off of.

Slightly better, but the Hercules example is a good one for clarifying my points, regarding the deeper draught aft, the low freeboard and such.
Also take note of the propeller area, in your ship it looks odd !
Also note that on the aft deck, tugs used to have guards for protecting the hull from the tow ropes (the metal arches spanning the deck, can be seen on both pictures I had provided)
