That's very interesting theory. Please, tell me, when, for example, Argentina entered one of these pacts? Or Switzerland? Or Jamaica? Or Republic of Nauru?
Even using Your logic, there still would be at least three factions during cold war (add non-aligned states).

What counts that there is
no way of having less than ten countries/states (= factions - entities having their own, specific and unified policy goals and basic sovereignity in pursuing them - coallitions do not count, as their members can have partially divergent goals).
