Also, where exactly should I put the STIR 180 if I'm putting the I-Mast where the SEAPAR is?

in front of the I-mast. if you have space for it and want the best coverage possible I would also add an second STIR 180 on the hangar, but it looks that you haven't got this space due to the GK.
EDIT: also, put the torpedo tube somewhere near the hangar, so the helicopters and hte ship can share the torpedo magazine. don't forget intakes for the engines, and on a sidenote: have you measured if the GK fit's in that position, or is it positioned at the side?

no, that would block the SEAMASTER 500 radar of the I-mast, requiring your I mast to be heightened, ..... do I have to say more? :P

Are the current positions for the Nulka Decoy Launchers and NSM Launchers OK, or do they need to be changed?

Could I fit the STIR 180 in front of the GK if it was mounted in a space so that only the top half was showing above the deck? Did that make any sense.

that would be possible, it would limit your capabilities against sea-skimming missiles somewhat, but by lowering the aft of the hangar as much as possible with the GK behind that....... you might be able to
keep 2 pix deck pen clearance for the STIR above the helihangar and you should be ok, try to shape the aft of the hangar so that you have as much of a free field of vision as possible..... good thinking!
