My opinion is that the smaller ship you can squizz the Bloodhound is a cruiser similar with the old Oklahoma CLG-5.She is here and note that although she had helipad,the helicopter could be there only when the missile launcher was empty.One more drawback of the Bloodhound is the price,UK systems were and are more expensive than US.If going for a cheaper missile system for 4 ships,you may can fund the construction of one more.
Also,about the Terrier,there was also a variant with 75km range,the RIM-2F,available from mid 1960's.Your DDG can have the Terrier and then modernised to fire the RIM-67ER,which have double range.The Terrier was in use until late 1980's from the Italian Navy.My CLG-442 Elli has the Terrier,you can take a look at the evolution of the design step by step with help for other mates.Also,RHN AU still use the RIM-67ER in Lysandros Class CG and in helicopter cruiser Ulysee,you can also take a look in these ships too.
