Indeed they did! La Seyne in Toulon, under the Engineer Lagane, devised a very efficient torpedo bulkhead system for the Russian battleship Cesarevich, then nearing completion there. This was used on subsequent French battleship classes as well, though the Russians themselves managed to completely misunderstand its function and design when they designed the "improved Cesarevich-class"; the Knyaz Suvorov-class, which, however, turned out to be surprisingly resilient against torpedo hits! The Lagane system consisted of a swept continuation of the lower (main) armored deck with void compartments filled with cork and viscous matter. In Cesarevich, we don't know how effective it might've been, since she never suffered any serious u/w damage. The Suvorov had a separate bulkhead system joining the armored deck edgewise; still it kept up pretty well, all considered, since she was able to absorb at least three torpedo hits before succumbing at Tsushima, May 27,1905.
