That's the jist of it, yeah. Krizovatka doesn't really have reputation for naval imperialism and has only been in the ship building business recently, so there are and will be a lot of flaws in their ship engineering.

Great Krizovatka and The Crovenian Empire are at a state of royal marriage and military alliance, greating a bond and many similarities between the two nations.

does it not make more sense that when they do not know what they are doing, they copy designs from other nations, which actually work? in which case extreme (and non-working) designs such as this bow do not get build?

It still doesn't make sense. Ace nailed it. Why would you buy a ship only to modify it with a pointless bow that would only make it worse?

I better but it's still a long way off being handy in a blow. The more flare in the bow the better, hence why ships with ram hulls tend to ship a lot of water forwards. This hull form is more like an icebreaker's,which I can't imagine would be useful in your navy, rather the reverse. That's why those hulls forms were rare and generally short lived.
