you are sure it is not just an another fan-made-fiction-drawing, as that is quit normal to see from Asia

Yes and No:
1. This is a Chinese made fan made fantasy drawing base on the elementary report from Taiwan.
2. Real plan is still in the early design phase, final plan is still not sure.
3. There is no way that Taiwan can build al that with the current budget restrain.

I rather wait for the drawings from Taiwan then use these fan-fiction stuff.

A model of the future frigate was displayed during TADTE 2017 in late August. Some pictures HERE (starting with the 13th picture from top).

Prior to the reveal, the design was said (in May 2017) to have grown into 138m in length, 16.5m in beam, 4500t in displacement, and 27.5 knots in projected speed although it could grow further into 5200t if CSIST cannot reduce the size of the associated electronics.

This is the general-purpose frigate component of the "3rd Generation Fleet" plan.
