It's not necessary. Like acelanceloet said the flags are just eyecandy.
I suggest finding "clean" (without silly special effects) images of correct flags (the left one was official for just 3 years, I'd use the imperial tricolor instead); Wikipedia is a good source for that.

So, this is the example of what this sheet would be.

I am not really sure about color palette, thats why I post it as kinda demo-version. Let's decide what the palette will look like and then I will upload a first version of parts sheet (maybe in new thread). Any criticism on this sheet is welcome.
