Yeah, the blue is kind of brutal. That aside, I'm trying to think if I've ever seen bilge keels on a submarine! I guess you might need some roll control during missile firing, but this seems excessive... do you have any post-able references?

Bingo! I said based on because my photo copy was kinda dark and worn. The blue color was started as a color place holder then I decided I kinda liked it. Reminded me so something PopSci would do. You're right the bilge keel has to go.

Some submarines have had them; Typhoon class, Halibut. Some US diesel boats. They are a good way of improving surface motions.
