Actually it's the quite the opposite. The first ship couldn't have carried out its intended mission, this one can.
Mission creep means that you take a design that is already capable of performing the intended mission and make it capable of doing more. On a design like this that could be adding Surface to Air missiles or ASW torpedoes.

I'd categorize it more as a medium OPV than a frigate.

Personally, I'd keep the blue funnel, and the stripe. Still, definitely making progress on this one.

one thing I remember now: the WM (25? 29?) has been placed for the last time in 1990. I don't know when this ship would have been build, but I think you might call it obsolete.
if you want to use thales equipment, I suggest going for an I-mast 50 or 100, or using the DA-08 or the SMART-S.

It's a bit old, yes, but it can be cannibalized from older ships at a low cost and it does what I need it to do. No need for anything more.
