Hmm ... An interesting point of view ;) Actually, I just decided to play around with the design of stacks - these elements can be regarded as sufficiently variable.

And the color ... Color tradition of United Republic, nothing more!

Not bad, though the stacks look like they belong on a train.
The lag of anti torpedo boat guns is a little odd I think. Torpedoes were the rising threat at the time aftes all.

Those are 4inchers? Somehow I'd gotten the idea that they were 6in.

In casemates, those guns would be slower to train and less useful.
They could be mounted on the deck- or on the turret tops if there are mo other places.

I don't mind the colors. They are south american, that's ok. Placement of the turrets is ok. Casemats and their placement...I would remove two of the mid casemats. Placement of the midship searchlight...uuh..no. Move it up on the aft mast. The aft mast. It has a ladder. That's good. The fore mast needs one, too. Overall, do some details. Do a underwater hull (maybe copy a fitting one). Do more shading. Make your ship live. It could become a good one.
