The SeaCat director depends on the timeframe. The early ones had a simple optical director. IIRC this was later replaced by the GWS series of director.
However, the Lynx isn't available until 1978.

I'm doing my best to avoid to much mission variation and try to focus on surface targets. So my main question is whether sea cat can be used against surface targets?
The leander is pretty cool. Very nicely detailed.
What heli should I change too?

It has a visual guidance mode, so it is possible. Why you'd want to do it is another thing entirely. Your gun is far better and have longer range than the Sea Cat is ever going to get.
Also, the Exocet isn't available before 1979 either.
The RN used the Westland Wasp before they got the Lynx

If you're going all British equipment, then perhaps you should go with the 4.5" gun and get a little better range and throw weight. If, however, you are shopping around a bit more for equipment, (as it seems you are) then why not get rid of useless Sea Cat, and replace it with Nato Sea Sparrow? I'm not 100% sure, but the WM-25 egg should be able to direct both the 76mm gun and missiles.

I'm mainly using Scandinavian and UK equipment. Hence the Dutch gun, Norwegian SSM missile and British SAM missile. Plus, sea sparrow is '76, which is no too late for me :P
If I do a later version, I will probably update it too use exocet and sea sparrow, but that would be in ten years or so...
