I think it has more to do with the fact that all major US warships where designed before enclosed bridgewings became common on mainstream, so to speak, rather than something reserved for speciality ships. That's no more than ten years ago or so.

I can answer this (I asked him the same question over IM). The hatches under the flight deck (and those in the forward superstructure) are for line handling.

Timothy's correct. I tend to prefer holes in the side shell to be higher up than that (!), but it's opening into a not-very-watertight boat handling deck anyway.

I'll do more investigating on enclosed bridge wings.
