I've started this AU of the concept of what happened if the federation of Australia (and its forerunner the Federal Council of Australasia) flopped? New Zealand and Fiji did back out of this in RL so its not too far fetched to assume that the usually bickering states walked away from the talks.

Preamble & History :
The Colony of Victoria, was established in 1851 after separating from the Colony of New South Wales. Shortly after, one of the largest gold rushes of all time occurred, increasing Victoria's population at a staggering rate that by the time Melbourne was celebrating its 50th birthday since it was a single tent, it was the second largest city in the British Empire (after London of course). In 1890 a deep recession came in, crumbling the colonies economy.When the notion of Federation came in 1901, Victoria was seeing a huge swell in economic upturn, recovering from the 1890's depression, refused, believing that its wealth would be dispersed into the newer states. Therefore the Federation of "the Commonwealth of Australia" crumbled as New South Wales also walked away. Immigration from and exports to Great Britain provided Victoria a second "Gold Rush", Melbourne flourished in the start of the century as the "Greatest City of the Southern Hemisphere". As colony of Britain, Victoria provided troops during the Maori Wars, the New Hebrides Crisis, the Boer Wars, the Boxer Rebellion and as war begun in Europe, Victoria offered up 46,000 Men in the first year of the war and a further 8,000 during the rest of the war. At home, a coast watch spanning 2500km employed at its peak, 1200 men and women, including fishermen,remote farmers, Lighthouse attendants, Harbour masters and Cross country messengers. This watch, combined with Bass Strait patrols by Victorian and Tasmanian ships, occasionally encountered a handful of German Raiders in the opening years of the War but The twenties provided Victoria with a boom-time before the bust of the early thirties. War once again embroiled Europe and Victoria this time was able to assist her sister colonies and the British Australian Station in holding a very close line with Japan in the Coral Sea and Torres Strait after Queensland held Papua fell quickly. Also helping with Tasmania/New Zealand's concern about southern Axis submarine patrols and Commerce raiders, the Victorian Defense Force saw service in Europe Africa and Asia, the Atlantic, Southern, Pacific and Indian Oceans as they fought alongside other colonials and the allies.

Post-War, Victoria committed itself along with it's colonial sisters to the Malaysian Crisis, the Korean War, the Hong Kong War, the Falklands War and the Global War on Terror. Amidst growing republican and federation sentiment, referendums in 1999 and 2014 both confirmed Victoria's current status as an autonomous possession of the United Kingdom by a narrow margin. Today the Colony of Victoria is home to over 6.6 million residents and it's GCP is estimated at around £250 Billion pounds

Designed to replace the aging and entirely obsolete Lonsdale and Nepean, the Point Class was the Colonies first attempt at a 20th century combat vessel. The design phase was slow and added 40t to the displacement as 4 years of development was contributed, by the end of 1903 the design was complete but budgeting saw construction delayed by 14 months. Governor Brassey had a large amount of input, but regardless the ships were considered mediocre by the standards of 1905 but were a vast improvement over the previous boats which they were to replace eventually.
