assuming you mean the big gold thing, it's some sort of propulsion system... It could be a jet, a ducted propeller, or even a fin (like on a fish) knowing steampunk...

This might be the first time my jaw has actually dropped on these boards.

Somewhat telling that the most steampunk funnel imaginable happens to be lifted straight from Akagi. Truth is regularly at least as strange as fiction!
