The basic outline is that it's basically an espionage company who uses these submarines to gather sensitive electronic data (radar emissions and the like), wiretap undersea communications cables, or be used as a platform to communicate with spies in a hostile country. The company covers its ass by pretending to study manganese deposits for mining ventures. A lot like Project Azorian.
