"Celebes" was intended to be the third member of the "Java"-Class of cruisers, but she was cancelled after WWI, partially because of financial problems but also because the international disarmament movement was in full swing. From what I've read, she was to be slightly larger than her sisters and better armed as she was going to be the "flagship" of the Dutch East Indies squadron.
