What the hell is the little minisub on the rear of the sub? It's not a Dry Deck Shelter (DDS), so what is it?

I think it's one of those Navy SEAL insertion subs. Not sure though.

Ostensibly it's because he was a major player in nuclear submarine development - apparently he was a chief engineer on a nuke boat and in a high-up position in the civilian side of the nuclear program, or something like that. I'm sure Wikipedia has a few facts not pulled from random asses.

He served on Submarines, and by naming a sub after him, you can't name a carrier after him. And if you make the sub a Spec-Ops sub, then it will never be in the news.
