I was reading a partial history of Izuzu as an anti-aircraft cruiser, and it seems that the conversion was extremely ineffective. The Japanese apparently had a poor concept of what an "anti-aircraft cruiser" was and probably should've just stuck to the Akizuki class.

Definately, she looks more like a gunnery training ship than an AA cruiser.
