Question: The blue squares over the bridge - what are they, and is there a reason they are not outlined in black?

looks like some sort of panel/sheet to fill in the railings to block the elements

The US Coast Guard has a habit of putting blue canvas around the railing of their open fly-bridges on their cutters. I suppose it's to give the crew a tiny bit of weather protection, but I'm really not sure. You see it a lot on the larger cutters. Anyway, I assume that's probably what the blue squares are portraying, and it's not outlined in black because the lines between the blue canvas is the railing.

Yes it is canvas along the railings. As both Rondondo and travesty both mentioned USCG used them as water protection from wind n waves for guys on lookout originally USCG used white and later dark Blue from the late 1990s on most of their vessels and these were inherited to both The Philippines and Nigerian navys after they purchased them off the USCG in 2011. Though i do believe the Filipinos may have their white Canvas covers recently resprayed to grey or had grey ones made to replace the white ones.

Alright, thank you for the explanation. The monitor I was on early wasn't color corrected so I didn't see grey.
