The odd..."citadel" structure the forward 5-inch director sits ontop of always struck me as...odd. It doesn't strike me as being the armored citadel (which I'd think would've been ditched in the redesign altogether as being needless weight in light of war experience) and it strikes me as odd being flag space, an extra C&C center or anything I can think of that'd fit.
It always struck me as odd on the Oregon City's too.
