I do think this is a case in which both the helo rules and gun-train rules fail. While Phalanx might have been technically able to train to 0/180, I'm sure it was locked out from firing on such. As for the helos, I think the spirit of the rule is to show helicopters that can be continuously supported aboard ship (vs. dealt with on TDY), and Iowa surely could support helos continuously, even if they had no roof above them.
I think with regards to both guidelines, it's uploadable as-is. I make that as a personal statement, not one from the administration staff.
