When deciding what to keep as a training ship when complying with London 1930, the RN is looking for economy, not planning what might be converted for a war with Germany and Japan in 1940. Tiger with 100,000shp was a costly brute to run, needing more stokers to be paid as well as more coal than Iron Duke, and it was not the aim in the 1930s to teach recruits how to shovel coal. The treaties were intended as means of avoiding war, not just making warship design harder.
