There was no such specific doctrine. Use of off road vehicles in recon, command units, special forces was part of normal mechanized doctrine. Mostly jeeps like vehicles as fast, small and economical way of transportation. Armed were mostly basic but some receive later some more powerful systems, but...

Deciding to take them out of service, even in that limited capability before they would be replace by different machine is the dumbest thing Norwegian MoD would do or did. And that by capital D.

They are cool looking ones, but I got one criticism. Taking in to account how large is basket of that IVF turret, you could not squeeze there 6 grunts. 4 would be more realistic number.

They did not, this is just a Toczka-U rocket booster. They crash after they deliver the warhead (that is clearly not there on photos), many of boosters drop on ground there after they burn out fuel. Some are in better or worst shape after such landing.
