Commonality is one good reason. Another is cost. Designing new classes of warships is a long, expensive process. By buying a class from someone else, even modified to incorporate your own indigenous systems, you save both time and money since someone else has already done the design work and testing...

Okay. I am thinking the 25mm gun is going to be a modular "plug and play" system: bolt it to the deck, plug it in, set up a console in the CIC or Bridge, and fire at will. Even the Arsenal ship, a largely automated, mobile missile battery, still was to have SOME compliment. Like was said previously, under 100 tons launched from a larger vessel. Perhaps an unmanned gunboat for harbor patrol?
