Indeed, it would be a quite useful ship IMO. If you Dutch Navy is going to do amphibious landings, Shore Bombardment will likely be needed, plus if the USN in your AU like it is IRL, you would have a possible order for one by the USN for the USMCs needs.
I have no doubt that the F-35 will be in the same over all performance bracket as the F-22 for air to air combat. You seem to not get just how big of a thing the datalinks and sensor fusion is. The main reason I'm using 'guns'(They're EMRGs) is because this is a NS nation, and mixing in gun battles into naval conflicts are more interesting than just more missile spam.
